Anayasa'nın 3. maddesine göre Rumca da Türkçe de resmi dildir; bu temel madde hâlâ yürürlüktedir. 1964'te Yüksek Mahkeme, Attorney-General v. Mustafa Ibrahim davasında, zaruret hukuku uyarınca Türkçe ilan edilmeden de mevzuatın yürürlüğe girebileceğini kabul etti; 3. maddeyi yürürlükten kaldırmadı. 1988 Resmi Diller Yasası her iki dili de teyit etti. Temmuz 2025'te Avrupa Konseyi Çerçeve Sözleşmesi Danışma Komitesi, resmi iletişimde, kamu belgelerinde ve Resmi Gazete'de Türkçenin «kamusal alanda tamamen yok» olduğunu ve hâlâ zaruret hukukuna bağlı kaldığını tespit etti. Cumhuriyet'in Ekim 2025 yorumları, iki dilli mevzuata veya formlara değil, kamu yayıncısı CyBC/RIK 2'nin Türkçe hizmetine işaret etti. 2026'da Irk Ayrımcılığının Ortadan Kaldırılması Komitesi, Türkçenin kamu yönetimi ve eğitimde az kullanıldığını tespit etti ve Kıbrıs'tan bir yıl içinde yeniden rapor vermesini istedi. Heyet, hükümet sitelerinin Rumca, Türkçe ve İngilizce olduğunu söyledi; Cyprus Rights 27 Ağustos 2026'da üç merkezi portalı kontrol ettiğinde yalnızca Rumca ve İngilizce buldu. Meclis sitesinde Türkçe sürüm vardır. Ombudsman'ın 2024 gerekçesi, Türkçe yayımlamayı zaruret içtihadına dayanarak bağlayıcı bir yükümlülük değil, isteğe bağlı bir iş olarak görür.12345678910
