Also on the report card
The Council of Europe's Advisory Committee adopted its Sixth Opinion on Cyprus on 1 July 2025 and published it on 21 November 2025. The Opinion states that Turkish, the second official language, is entirely absent from the public sphere.1
The Opinion says that use of Turkish in official communications, public documents and publications such as the Official Gazette continues to depend on the doctrine of necessity. It strongly encourages the authorities to increase Turkish use in official communications with Turkish-speaking persons. This is an advisory monitoring opinion, not a court judgment, and it does not quantify access in every institution.1
