The 1960 Constitution classifies citizens of the Republic into two communities — the Greek Cypriot community and the Turkish Cypriot community (Article 2). Citizenship of the Republic is one status. Communal membership is a separate constitutional classification: it determines which electoral roll a citizen is on, and it is the architecture behind the vacant seats and the residence-conditioned franchise. Those effects are graded under Political participation. Cyprus Rights does not treat the two communities as two citizenships.
