Law 139/1991 section 9 suspends payment to the owner of Guardian-administered Turkish Cypriot property

Corroborated

This is the highest status Cyprus Rights may assign on its own authority. It meets the independent-source thresholds set out in Cyprus Rights' editorial doctrine.

Facts

Law 139/1991 appoints the Minister of Interior as statutory Guardian of Turkish Cypriot properties in the government-controlled areas and empowers the Guardian to administer them for the duration of what the law calls the 'abnormal situation' (a term the law itself defines, in section 2, by reference to the consequences of the 1974 Turkish invasion, lasting until the Council of Ministers publishes an Official Gazette notice fixing an end date). Section 9 of the consolidated text provides that any amount owed to the property's owner in connection with the property is not paid to the owner while that abnormal situation continues.
