OHCHR records excessive delay in a Cyprus citizenship case

The UN human rights office later identified the Administrative Court's 13 March 2024 decision in K.T.E. v. Republic of Cyprus as one of two cases involving unjustified and excessive delays in responding to citizenship requests.

In its report on the human rights situation in Cyprus, OHCHR recorded that the Administrative Court had found unjustified and excessive delays in two cases concerning citizenship requests submitted seven and ten years earlier. The footnote identifies the 13 March 2024 decision as K.T.E. v. Republic of Cyprus, Case No. 1520/2019.1

The source is a later OHCHR report, not the full domestic judgment. It supports the date, case number and characterization of excessive delay; it does not, by itself, establish the applicant's eventual citizenship outcome, the precise administrative steps that caused the delay, or a finding of discrimination.1
