The European Commission's twenty-second Green Line Regulation report, published on 30 June 2026 and covering 2025, says that the inability to transfer funds between banks in the government-controlled and non-government-controlled areas continued to hamper Green Line trade. It also records continued reports of difficulties opening accounts and says Turkish Cypriot businesses were unable to open bank accounts in the government-controlled areas.1
The report records a continuing access and transfer problem; it does not quantify refusals by bank or establish discrimination in an individual case.1
